The Construction Education and Training Authority (CETA) exists in terms of the Skills Development Act and is a categorised as a Schedule 3A public entity in terms of the Public Finance Management Act (PFMA). Its mandate includes:
• Developing and implementing a sector skills plan
• Promoting learning programmes
• Registering learning programme agreements
• Serving as an Education and Training Quality Authority
• Collecting and disbursing skills development levies
• Liaising with the National Skills Authority
• Reporting to the Director-General of the Department of Higher Education and Training on its activities
The CETA would like to make the following appointment on a fixed-term contract up to 31 March 2018, renewable at its discretion:
Officer: Project Implementation X 4 Positions
Based at Head Office in Gauteng
Reporting to the Specialist: Project Implementation
All-inclusive salary package negotiable
Job Profile
The Officer: Project Implementation Unit will assist with project execution: monitoring of the JPMT, project work-plans; JPMT reports; induction; management of stakeholders via the projects help-desk; project close-out and project reporting
Minimum Requirements for the Position
• A three-year university degree or equivalent qualification, preferably in monitoring and evaluation, quality assurance, or related field
• A relevant postgraduate qualification, or evidence of study towards one, would be an added advantage
• At least 3 years’ proven experience in a project management capacity
• SETA-related project management experience may count in the applicant’s favour
• Understanding of the PFMA
• Understanding of corporate management
• Above average understanding of the South African skills development environment
Duties and Responsibilities
• Contribute to the development of the Unit’s business plan
• Contribute to the development and responsible management of the Unit’s budget
• Contribute to the development and review policies, processes and procedures pertaining to the Project Implementation function of the CETA
• Contribute to the development of the Unit’s meetings’ agendas
• Contribute to the Development of High Quality templates and tools to ensure the successful implementation and monitoring and evaluation of CETA-funded projects
• Represent the CETA in and/or make inputs into relevant structures and forums both inside and outside the organisation
• Assist in ensuring CETA compliance with the prescriptions of relevant regulatory bodies and policies in relation to projects funded by it
• Assist with conducting regular benchmarking exercises for internal quality promotion
• Assist with organisational risk management from the Unit’s point of view
• Assist in the coordination of JPMT meetings with provinces and entities
• Contribute to the update of the project management tool with project progress
• Assist in the coordination project baseline, midterm and close out reports
• Assist in the development and use of the project management tool
• Contribute towards the preparation of the project status report and assist with reporting on all deviations and adjustments
• Contribute to the review and update of the commitment schedules
• Assist with the record keeping of DG documentation for funded and non funded projects
• Consolidate information on QMR learner pipeline targets, achievements, and variances for reporting purposes.
• Assist with the processes of Learner induction, learner information and contract signing processes
• Consolidate required project documentation for invoicing processing
